Heart failure and oedema: Heart failure is a condition that occurs because the heart cannot pump enough blood throughout the body. This can lead to fluid collecting in the lungs and can cause difficulty in breathing. In the same way fluid can collect in other parts of the body such as around the ankles and create a puffy appearance. Fluid collecting in this way is called oedema.
